^Buizel seems pretty strong from what I've seen of the anime recently, so it shouldn't be too long before it evolves. Maybe it will during the middle of a contest episode...

I think Floatzel will appear when Satoshi and Hikari trade. Or relatively soon to that. I mean, if they do trade.
