It's a computer program, and it's evolutions are "upgrades" to its code.

Yeah, it would have been nice to see Porygon and its evolutions in the anime.

In my personal opinion, there should be those "Digital" Type Pokemon just for Porygon, so there he feels better about his segregation in the banned episode :D.
But don't get me wrong, Digimon was bad and Digital Type Pokemon are impossible to go worse.

For the most post, it would seem so. There are a few moves that it seems the later ones can learn that Porygon can't. I just quickly glanced over what they can learn, so I could have missed a lot.

I do really like the original, but I think I prefer Porygon2 over all of them. I actually don't care any for Porygon-Z.
