Find me a 'Dex entry that doesn't contain the phrase "said to contain all genetic material" or "believed to be the ancestor of all Pokemon".
Regardless, here's that chart I promised you.
All Pokemon in Water 2 can breed interspecially because they are relatively [evolutionarily] close to their common ancestor, Relicanth. Pokemon from Plant cannot breed with Ground because their common ancestor (I used Mew for simplicity) is too far away.
