No, Munchlax and Snorlax can't learn any dragon attacks. They can use ice attacks.

Not that I'm aware of... Snorlax can deal with Dragons though. Just not extremely well... walling shouldn't be too much of a problem. Except perhaps one nasty Garchomp...

Yes, you are right. Garchomp is hard to beat. Because of its attack and speed. Anyway, Snorlax can beat any Dragon Pokemons with a ice attack except for Garchomp and some other Dragons.
