I don't think it should. Especially if they ruin it... Manectric's cool as it is. And judging by some of the 4th gen developments, they are running a little short in developing some original Pokemon.

I remember seeing that when I was playing Diamond...

It's not weird actually. Makes perfect sense.

ライ = Rai = Lightning / Electricity
ボルト = Boruto = Bolt

Therefore => Lightning/Electrical Bolt

I don't know who he is, but he seems like a filler character with an Electrike that evolved in the same episode, judging from the pictures. (Not too many episodes featuring Electrike/ Manectric, huh?)
