Mwar, I think a combination of both. I agree that you have to be born an artist to be an extraordinary artist like FG, mwar, but it has to be nurtured and fueled in order to become anything.

Mwar, a plant may be born to grow, but it won't if it isn't watered ^_^

Ooh, an interesting question! :D I have taken art to GCSE level (up to the age of 16) but it wasn't really that advanced, and I didn't do any art on the computer - it all had to be hand-drawn, sculpted or painted :) I've been drawing on the computer for years now ^_^ So I guess it's a combination of lots of practise and the fact that I've always loved to draw! :D
