I would say probably not. But claiming a tag you are only getting the wearing rights. Unless the person who gave it to you specifically told you you had the full rights, you are not aloud to distribute it.

wearing rights: the right to wear the art (as a signature, etc.)(when you request a signature you get wearing rights I assume).

full rights: the right to wear the art, as well as make a tutorial on it, or distribute it in any way.
