sorry but that never or isnt gonna happen (since the episode Bulbasaur's Mysterious Garden, which in Bulbasaur decided a long time ago he wasn't going to evolve into Ivysaur), and then he became the ambassador to the pokemon at prof. oak's lab.

I don't think that it ever would though. not the sort of thing that they would make happen in the series.

Since Bulbasaur is in top level he doesnt need to evolve
