Yes, Lapras is found at Victory Road in Diamond and Pearl after you beat the Elite Four.

You are right, Sea_Guardian. Lapras is hardest to find in games. Finding it is difficult.

No, I will say it again. Lapras can be found at the Victory Road after you defeat the Elite Four and have the National Pokedex.

Yes, you must have the National Dex before you can catch Lapras.
