I think Techna. Despite the fact that I favor her because she is my favorite character, but just because she seems to have her powers more 'under control' and more 'at her own correct disposal' than the others.

Yeah, IMO, the second-most-powerful in the Winx would be Stella. If she wasn't the biggest girly-girl on the show, she would probably be one of my favorites.
