for those of you that have enough experience to recognise this phenomenon, have you ever come across this in your work life? isn't it just the worst?

I kinda feel like that with a few people at work but as usual there's never anything you can do. I know we all just had reviews and I'm pretty sure everyone got some sort of raise even though some people are pretty much useless. You want a raise you should be busting your ass and doing more than what's expected.
