Looks like we can't battle for this uskelly. A friendly battle sure, but not for rank up.

Just re-read the rules, I don't know if you have seen the change.
Once you reach the position 4, you can only challenge the person above you and you have to win against him to Rank up.
So, for the moment, you can only challenge Jin-Roh :)
