Yup~ Right, since you're hunting Suicune, I assume your starter was Charmander?Yay...go Charmander xD
Anyhu, what you have to do is to have the National Dex before Suicune starts appearing in the grass. And to get National Dex is to have caught 60 Pokemon IIRC.
