3rd Gen the Saffron guards' are being... mean...

    Ok... i feel like such a newb... but in actuallity i've played through all the games (except crystal because by the time i got enough money ruby came out...) and i know i'm supposed to give the guard a drink from the Celadon vending machines except... he's not letting me in... i have like 5 of each drink (i find they are quite helpful out of battle while traveling) and still... nothing. I've moved on and i'm in Fuschia now but eventually i'm gonna have to go back.... so help would be appreciated.
     
    Actually, it's not the vending machine drinks they take any more, it's the tea from the old lady in the GameFreaks building in Celadon.
