I originally had Manafi, but since they called it an "uber" (even though I didn't give it the kick-butt moveset), I still changed it to Phione anyways XD

even though Manaphy is legendary, i wouldnt consider it an Uber

It's cause of an awesome moveset/ability.

Give Manafi Damp Rock (increases length of Rain Dance). Then teach it these moves:

Tail Glow, Rest, Rain Dance, Surf.

If you need to heal Manafi, and Rain Dance is out in play, when you use Rest, Manafi's ability will cure its status condition, making it practically unbeatable.
