3rd Gen The secret to gaining 7+ stats in one level!!!

You don't just level up with it. In fact, it has nothing to do with levelling up.

First, decide which stat you want to make stronger. Then set out to battle the monsters that give out EVs in that stat area. I don't know many, but here's a few.

Whismur -> 1 HP EV
Shuppet -> 1 Attack EV
Clampearl -> 1 Defence EV
Spinda -> 1 Special Attack EV
Zigzagoon -> 1 Speed EV
Linoone -> 3 Speed EVs
Manectric -> 3 Speed EVs

So...

...say you want an attack boost. Head off to the first floor of Mt Pyre and battle (with the Macho Brace held) 126 Shuppets. It's easy to keep count of how many you've beaten by checking how much PP you've used beating them (providing you KO them in one hit). Once that's done, go start levelling up. You'll get the hefty bonus in Attack that you've worked so hard for.

[Note: Shuppets are only common in Sapphire. If you're playing Ruby then they're rare, and therefore not worth the hassle. It takes long enough to get the EVs as it is]

Of course, there's a cap on EVs. So if you've already been fighting loads of random enemies, then you most likely won't have room to max any of your stats anymore. If you really want the perfect monster then breed it to start your training anew.
 
Something really weird happened to me once. Once when my Rayquaza grew to another level, all of its stats grew like +13. I was really suprised. I wasn't using a Macho Brace either. O_O
 
It's not that you'll have the ultimate Pokemon, because their stats can only go so high based on their base stats. It just gets you to the end quicker, and saves you hours of training.
 
i decided to try this out....
im training my feraligatr in route 119. now wen it grew to lv.40 its stats grew:
hp:3 atk:2 def:2 sp.atk:2 sp.def:2 spd:4
i know that aint good but its speed grew 4. that aint normal for my feraligatr. ist becuz its training in 119 beating zizagoons and linoons?

can someone give me a list of all the pkmn that give specific EV.

OH MY GOD!!!!!!!
i was EV training with typhlosion wen i ran into a 'special' linoone. it looked different and it had a twinkle in its eyes. i was leand back in the chair so i couldnt c it that god. i decided to capture it with my master ball. i looked....i was rite it WAS A SHINY!!!!
this is so special to me since this is my second shiny(1st cacturn). another thing that made this special was that i was EV training. linoone is going to be another one of my friends bcuz i hav a group of linoones that i use to 'pick up' items.
