You don't just level up with it. In fact, it has nothing to do with levelling up.
First, decide which stat you want to make stronger. Then set out to battle the monsters that give out EVs in that stat area. I don't know many, but here's a few.
Whismur -> 1 HP EV
Shuppet -> 1 Attack EV
Clampearl -> 1 Defence EV
Spinda -> 1 Special Attack EV
Zigzagoon -> 1 Speed EV
Linoone -> 3 Speed EVs
Manectric -> 3 Speed EVs
So...
...say you want an attack boost. Head off to the first floor of Mt Pyre and battle (with the Macho Brace held) 126 Shuppets. It's easy to keep count of how many you've beaten by checking how much PP you've used beating them (providing you KO them in one hit). Once that's done, go start levelling up. You'll get the hefty bonus in Attack that you've worked so hard for.
[Note: Shuppets are only common in Sapphire. If you're playing Ruby then they're rare, and therefore not worth the hassle. It takes long enough to get the EVs as it is]
Of course, there's a cap on EVs. So if you've already been fighting loads of random enemies, then you most likely won't have room to max any of your stats anymore. If you really want the perfect monster then breed it to start your training anew.
