4th Gen The strange voice at the end of the Darkrai event.

Hmmm....looking at it i do think it's Cyrus, it just sounds like the sort of shizz he says
 
I think it was Arceus but there is one issue with that theory . . .
Arceus was in my PC -.-
I personally think it wasn't a Pokemon because Game Freak doesn't know if we got one event before the other.
 
It's Arceus I'm sure, being the whole "God" pokemon he seems to be talking to Darkrai as if he were comforting him or something.

Darkrai wasn't trying to give the boy nightmares, he just happened to go to sleep when Darkrai was near and boom, instant nightmare. And Cresselia and Darkrai I see as counterpart Pokemon and they live on islands right next to each other, so why not have Cresselia there?
 
maybe it was some other pokemon! does Rise of Darkrai give a hint about this?
 
After the battle with Darkrai on Newmoon Island in Platinum, the following text appears on screen:
"...A voice called out from somewhere...
???: DARKRAI... Your power is strong. Though you don't will it, you make people and Pokémon around you see terrible nightmares... That is why you came here... Newmoon Island... There is no one but you here... There is none that can be drawn into your nightmare... If anyone were to fall into a nightmare, the Fullmoon Island is close by... ... ..."
This reveals that Darkrai chooses to inhabit Newmoon Island due to its immense, uncontrollable power, as well as because of the island's closeness to Fullmoon Island, the home of Cresselia, who is capable of healing those inflicted by Darkrai's nightmares. Though it is never revealed whose voice this was, it is possible that it was the effect of Cresselia's Psychic Powers.

This info was taken from Bulbapedia. Even if Cresselia is locked away in your PC it is possible it could communicate with you due to telepathy. I doubt it would be Arceus as Cresselia is more linked to Darkrai as the opposite of Darkrai. Cresselia and Darkrai are like the Gen. 4 versions of Groudon and Kyogre. But this is just my thoughts on this topic
 
I think that it was the dude who puts you to sleep in the inn... maybe he's a pokemon (Arceus Dialga/Palkia Cressselia) transformed into human form because if you catch Darkrai the nightmares will end :-( just my idea
