There is only one problem with your SU... And that is the fact that your character has Pokemon O.O
He could have been granted the privilege of keeping his own Pokemon in order to take on those who are disobeying the law (kind of ironic, actually... But that's the region :P).
And the way I see it with your SU, there is one good way (that I can think of) for him to join them in Frosty Gorge. He could have been dispatched to investigate 1) the possibility that the people of Frosty Gorge have been disobeying the law (they have no sure-fire way of knowing it without sending someone up there because it is so far North) and 2) was also sent there to find out if the rumor of the Uprising being housed there was true.

Naw, they probably just heard that the Uprising was in Crystal City, and since they left and Frosty Gorge was the most secluded area with the possibility of the people there not obeying the new law... Well, you do the math XD
 
Well actually, my plan was that he was actually being sent from the Kanto police force. Another reason he's going is because contact has been lost with the Katsu region and he's going to find out why. When he discoveres what the Government is trying to do he was gonna join you guys after a while. But if you don't like that then I guess I could be a bad guy....

Okay, that makes sense, too. Your character can pretty much join at any time and have just "happened" to enter the Katsu region from the north. He can also have a run-in with the Guardians... :P

South. Kanto is warmer then Frosty Gorge. :)

Nope! Hoenn is somewhere else, Orre is north, Johto is west, Almia is NE, The Sevii islands are South, and Shinnoh is NW! Lol!
