I just found up the my bad english probably gave you all a hard time. When I said it doesn't evolve through level up, I meant its pre-evolution doesn't evolve to it through levleing up. sorry.
 
As for uniqueness, I'd say Gyarados. But that evolves through level-up.

Considering that, I'd say Onix, but that type combo isn't unique. . >.>
 
Both no. Politoad- there were so many water pokemon owned by ash friend's. Steelix-You forgot Forretress.

I was totally going to say Raichu, no joke Shinji.

1. I'm a single type pokemon.
2. I'm very small.
3. I'm a hoenn pokemon.
4. There are 2 other pokemon VERY similar to me, in different evolution-sets.
