Timid Nature/ Serene Grace
EVs: 252 SpA / 252 Spe / 4 HP
-Air Slash
-Substitude
-Hidden Power [Ice]
-Seed Flare

Sub 4 Times and u will get the Petaya boost. And Sweep down any Pokemon u meet. Air Slash has a Good Flinch Rate and good Against Fighting Type pokemon . it has STAB. HP [ Ice] Is good Against Dragons. Seed Flare Is Skymin,s Signature move that has a Very high 80% of Lowering the Foes SpDef.

OU:

Sub Leichi

Skymin @ Leichi Berry
Jolly Nature/ Serene Grace
EVs: 252 Atk / 252 Spe / 4 HP
-Seed Bomb
-Zen Headbutt
-Substitude
-Last Resort / Quick Attack

The Reason of why Putting this Skymin Set in OU because it doesnt have Physical moves that has good Effects. it only has Zen Headbutt with 40% of Flinching. its Attack isnt High like its Sp.Attack. but this Set Works Good In OU but suck in Uber. Seed Bomb is a good STAB Move but it doesnt have an Effect. Zen Headbutt for Flinching and KOing some Fighting Type Pokemon. Last Resort has a nice 130 Base Power. but in order To use it, u need to use Substitude, Seed Bomb, Zen Headbutt during the battle... U might Stick with Quick Attack. Although Low 40 Base Power. but it beats Down Reversalling Lucario.

Scarf Lucario

Lucario @ Choice Scarf
Naughty Nature
EVs: 252 Atk / 36 SpA / 222 Spe
-Aura Sphere
-Shadow Ball
-Close Combat
-Stone Edge / Ice Punch

a Mix Lucario but with Choice Scarf Method. Aura Sphere is Lucario,s Nice STAB Move that doesnt miss. Shadow Ball for Gengar, alakazam . Close Combat for a Very Powerful Physical STAB but Lowering the Defensive stats of Lucario. Stone Edge for Flying Type pokemon . Ice Punch Over Stone Edge for Dragons.

UU

Chaos ,s Frenzy Riolu Set

Riolu @ Focus Sash
Adamant Nature / Inner Focus
EVs: 252 Atk / 252 Spe / 4 HP
-Reversal
-Bullet Punch
-Agility
-Endure

Yea my Crazy Riolu Set that works well in UU. u say why Endure since u have Focus Sash? Weak Moves cannot KO Riolu. Endure is Needed to make Reversal at the Base Power 200. Agility for Raising Riolu,s Speed up to 400. Bullet Punch for Hitting First before any Quick Attack user.
 
You do know Skymin is Uber? Well, I guess I should post my signature Arcanine set (it will most likely be on Smogon soon if I finish up a good summary of it, and give it to Legacy Raider before he submits the new Arcanine analysis to the website).

Arcanine @ Life Orb / Leftovers
Ability: Flash Fire
Nature: Naughty / Lonely
EVs: 228 Atk / 196 SpA / 84 Spe
- Agility
- Fire Fang / Flare Blitz
- SolarBeam
- ExtremeSpeed

This is meant to be on an UU Sunny Day team. I usually made this to be a late game sweeper with Agility. After an Agility he outruns base 100 Speed stat Pokemon with a boosting nature, and holding a Scarf. Having a hard time debating whether to use Fire Fang or Flare Blitz. Fire Fang doesn't have the nasty recoil, but is not as powerful (but, it does match somewhat to a Flare Blitz outside of the sun). Where as Flare Blitz packs a lot power, and hits hard regardless if the sun is up. SolarBeam 2HKOs and OHKOs every bulky water in UU/NU (but needs SR to be down to 2HKO a few). ExtremeSpeed>>Hidden Power Rock/Ground because priority, and hits Fire-types that invest in SpD more (Flareon, etc.), but still considered HP Rock so I won't get stalled by Moltres (but a Flash Fire boosted Flare Blitz does almost the same than a HP Rock lol). O_O 196 SpA is enough to 2HKO a max HP Milotic with SR down (I don't know if it needed LO or not =P). I took some EVs away from Atk and added to Spe so I could outrun almost every Pokemon in UU (unless it is something like a Sceptile w/ Choice Scarf). LO for Fire Fang, Leftovers for Flare Blitz.

Can post calculations if I find them, but works very well IMO.

@ Chaos: Riolu will make it to 480 Speed after an Agility. You do know that Focus Sash is useless with SR up?

Although Skymin is Uber. it just because its Great in making Effects such as Flinching and Lowering SpD. but being a Physical Sweeper is suck in Uber but good in OU. The Serene Grace doesnt Work Well in Sub Leichi Skymin. Actually, People say that Skymin is Between OU and Uber. being OU because its Stat doesnt make it An Uber, Being Uber because of the Hax. ( Did I Repeated that ? LOL )

I know that. Focus Sash works Excellent when SR is not up. This Riolu Set in UU is a Beast O.O. but Some pokemon who have Quick Attack Can Own it >.>

If u want a Bulky Lucario . This Set Ive Edited in Bold Might Works but Lucario is Fragile >.>

Protect is needed for Glaceon in Order to Make Wish works Perfectly. this Glaceon Set Works good in Hailling Team

Psychic's for Gengars and such. I hate bulky speed freaks, I prefer pure power on them. I could use Stone edge. I'll try it.

252 Sp. A for Glaceon? I thought it has a high Sp. A(because of it's nature?)? I could train and try it your way though.
