Oh, oops... Okay, I think you should not, Dragon Pulse only covers Dragon types, and you can just use Ice Punch instead.

Well Ice Punch is good for my Impish Lucario becuz it has 319 ATK. Dragon Pulse is for my Timid Lucario which it has 329 Sp.Atk and a SUCK 202 ATK . its stupid if i gave Ice Punch to Timid Lucario. And yea Ice Punch is from Plat. Move Tutor

yes, Lucario can learn Earthquake by using the TM26.

I'd go with Earthquake or Ice Punch.

So, the wolf who would represent me would have to be either houndour or houndoom.
I love fire types!! And they are also energetic!!

Oh, coolio! I didn't know that he could learn that! Though, Stone Edge is better for coverage for Fire types, so Earthquake is not a good move for Lucario. Stone Edge also hits those bulky dragons good. Earthquake overall is not the best option, even Smogon.com does not use it. XD

I think you can get in the Battle Tower shop. It has a steep Battle Point price though. If you did not go to Wayward Cave, the part where you find the Gibles, then go all the way through to the back, there should rest the TM: Earthquake.
