I'd say it's Ditto. Because it transforms and just copies the attacks and not the stats.
One thing is that the importance of that pokemon is to clone, breed, clone, breed, clone and breed.

Worst starter: Piplup...why? Because Empoleon is the worst water pokemon ever, I can't believe it. Only water Pokemon that has normal tolerance to fire instead of not very effective. Such crap.
