Well thats what I'm reading about. Arcanine can only use Hidden Power Grass if hes bred with it. You can't already have him, and try and teach it to him.

He needs to have correct IV's. Its really complicated, I don't understand it completely yet. I'm getting there though :\ Kinda...

No, don't do it. Umbreon is a much better battler, Celebi is just a collectors item.
