I know 2 people who have (seen it myself) got their starter pokemon to lv.100 before fighting the first trainer. Im not that dertimined (or have the patience) but i do set a fairly strict level "requirement" for me to get to the next city/gym/boss. For me it's usually:

Bomb through opening and getting starter
    Get the poke ballz
    Catch the reigon's basic bird
train them both to 16 and proceed to next city/gym/trainer
Rinse, wash, repeat with the levels incarments getting lower

Do you have a requirement to continue? or are you the kind of person that just goes along fighting?

Well the only time I set real req's is when I'm about to go to the E4. If I fail miserably, I train my party to the next level ending in 5 or 0... I used to do that thing where I train to specific levels, but in the early game you can usually get away without doing much grinding.

I always have to get my entire team to the same level before I move on. I don't know why. Even if they are strong enough to move on if one pokemon is higher than the rest I have to get all of them up to that level.

I usually try to stay around the level of the Gym Leader. I tend to be a little underleveled when I get to the Elite 4 though. I find it a lot easier to grind if I can take out enemies with one hit with a move that has a fast animation.

I make my Pokemon other than my starter level 5 before I fight my first trainer. I also keep my starter several levels above the rest and make my Pokemon above level 58 before challenging the Pokemon League.

I train my Pokemon up to level 20 before challenging the first gym leader and level 60+ for the Elite 4 and Champion~ I train them until their levels are the same or else I will die~ :3

I usually try to burn through the game. I used to catch every pokemon at the start of the game and try to get a group of 6 and then grind them all up for a while, I stopped doing that. It takes too long and makes the start of the game really boring, which usually makes me stop playing the game.

I do set up certain levels before I go to gyms, trainers, and the Pokemon league. I have ended up training Pokemon in the wild for a good amount of time and not fighting other trainers or such to gain levels... I have the patience : )

I have patience to train in the tall grass, I used to train them a lot, like 10 lvls.
Now I just train them till they cant beat three wild pokemon in a row, If they cant, they need more lvl.

I've gotten lazy lately and I just blow through. I do, however, have to have my Pokemon higher than the next boss/gym leader's Pokemon. So I guess I haven't slacked off too much.

Usually about 5-10 levels ahead of the Gym Leader/evil team boss works well for me. The only problem is the Elite Four when I usually enter with Pokemon 3-4 levels behind the Champion's strongest. I like to level grind, but the level jump is simply too much, even with Victory Road...

I always make sure my Pokemon are all at at least the same level as the next Gym Leaders lowest level Pokemon before challenging him/her. For the E4, usually level 50-55.
