Your best bet would be Victory Road. If not that then any of the routes between the Tohjo Falls and Victory Road. They have the highest level wild Pokémon so logically they'd also be the best for training.

My Team are Level 40 unevolved Pokemon from training outside of Ekruteak City.
I'm sure Victory Road is fast enough.
