Yes, but the way Johnny said to do it is wrong, there's an easier way, I transferred celebi with out having to shoot it with a bow and arrow!! I'm searching now!!

RNC, the Relocater only works with Celebi and the Crown Beasts....The other pokes will not work by using that method

You have to have a phrase for the scientist, just like the tv producer in D/P/P you know like "every one happy, wifi connection" ??

I searched for it and it says that if you want to imigrate pokes from HG to white you have to use the pokeshift center in route 15 then play a mini-game then catch the pokes you wana transfer, but if u want to transfer celebi or the shiny beasts then and in this case only you'll have to talk to a scientist and give him a secret word.
