I know this isn't the best Pokemon IV-wise but feel free to give your thoughts on what should I do to change the teams and make them better.

EVs are more important to say here than IVs.

    Team 1:
Espeon is best used as a Dual Screener outside of Baton Pass teams. Offensively, it's outclassed by Lati@s, Mega Medicham, (Mega) Gardevoir, Starmie, Speed Deoxys and Alakazam:
    -Reflect
    -Light Screen
    -Yawn
    -Psychic/Psyshock/Baton Pass
    Nature: Timid
    EVs: 252 HP/4 Def/252 Spe
    Item: Light Clay
    Ability: Magic Bounce

Flygon is outclassed by other Dragon Pokemon in OU such as Garchomp, Charizard X, Lati@s, and even Haxorus, Noivern, Hydreigon and Zygarde, because of them possessing more power, bulk, Speed or a combination of the three:

    Garchomp:
    -Swords Dance
    -Outrage/Dragon Claw
    -Earthquake
    -Stone Edge/Fire Fang
    Nature: Jolly

    -Earthquake
    -Fire Blast/Swords Dance
    Nature: Naive/Jolly
    EVs: 252 Atk/4 SAtk/252 Spe
    Item: Life Orb/Rocky Helmet/Lum Berry

    or

    -Roost
    Nature: Adamant

    EVs: 252 SAtk/4 SDef/252 Spe

    -Flamethrower
    -Focus Blast

    Hydreigon:
    -Draco Meteor
    -Dark Pulse
    -Fire Blast/Superpower
    -Superpower/Iron Tail/Roost
    Nature: Mild/Rash/Modest
    EVs: 60 Atk/216 SAtk/232 Spe
    Item: Life Orb

    Zygarde:
    -Substitute
    -Coil
    -Earthquake
    -Dragon Tail
    Nature: Careful
    EVs: 252 HP/4 Def/252 SDef
    Item: Leftovers

    or
    -Dragon Dance
    -Outrage
    -Earthquake
    -Stone Edge/Extreme Speed
    Nature: Adamant
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb/Lum Berry

    or
    -Dragon Dance
    -Earthquake
    -Outrage/Stone Edge
    -Rest
    Nature: Adamant
    EVs: 120 HP/252 Atk/136 Spe
    Item: Chesto Berry

    or
    -Substitute
    -Glare
    -Earthquake
    -Dragon Tail
    Nature: Impish
    EVs: 252 HP/252 Def/4 SDef
    Item: Leftovers

If you didn't take Charizard X as your Dragon, then consider revising Charizard Y for a bit. Aerial Ace runs off of its weaker offensive stat. Because of Charizard Y's massive Special Attack, Charizard Y should stick to special moves only:
    -Fire Blast
    -Solar Beam
    -Focus Blast
    -Dragon Pulse/Roost
    Nature: Timid/Modest
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Charizardite Y

Milotic isn't worth using because it doesn't have much to set itself apart from other defensive Water Pokemon outside of Competitive. But then, this causes it to face competition from Thundurus and Bisharp, who are much better at taking advantage of opposing Defogs. Slowbro may be a better alternative thanks to Regenerator healing it passively when it leaves battle; you can also use Wash Rotom if you struggle with Talonflame:

    Slowbro:
    -Scald
    -Ice Beam
    -Thunder Wave/Psychic
    -Slack Off
    Nature: Bold
    EVs: 252 HP/252 Def/4 SDef
    Item: Leftovers
    Ability: Regenerator

    Wash Rotom:
    -Volt Switch
    -Hydro Pump
    -Will-o-Wisp
    -Pain Split/Rest
    Nature: Bold
    EVs: 248 HP/216 Def/44 Spe
    Item: Leftovers/Chesto Berry

    or
    -Volt Switch
    -Hydro Pump
    -Thunderbolt/Will-o-Wisp
    -Trick
    Nature: Modest/Timid
    EVs: 4 Def/252 SAtk/252 Spe
    Item: Choice Scarf

Take note that Goodra is helpless against Heatran. Sure, Bold helps its low Defense, but Goodra needs all the power it can get:
    -Draco Meteor
    -Fire Blast
    -Thunderbolt/Earthquake
    -Dragon Tail/Earthquake
    Nature: Quiet/Sassy
    EVs: 248 HP/252 SAtk/8 SDef
    Item: Assault Vest
    Ability: Gooey/Sap Sipper

Blissey just doesn't have the physical bulk to abuse Rocky Helmet. Ferrothorn and Garchomp do Rocky Helmet abuse better because of their abilities stacking with the item. Counter also takes prediction to use; you could give a physical attacker time to set up in front of your face when the better course of action is to switch out:
    -Heal Bell/Aromatherapy/Flamethrower
    -Seismic Toss
    -Toxic/Thunder Wave
    -Soft-Boiled
    Nature: Bold
    EVs: 4 HP/252 Def/252 SDef
    Item: Leftovers
    Ability: Natural Cure

    Team 2:
Glaceon is outclassed by Sylveon as a Wish supporter because Sylveon passes larger Wishes and has a better defensive typing:
    -Wish
    -Protect
    -Hyper Voice
    -Heal Bell/Calm Mind
    Nature: Bold
    EVs: 252 HP/216 Def/40 SDef
    Item: Leftovers
    Ability: Pixilate

Relaxed makes the Speed boost granted by Dragon Dance pointless. Dragonite also needs the priority from Extreme Speed to set itself apart from Charizard X, (Mega) Gyarados and Mega Tyranitar:
    -Dragon Dance
    -Outrage
    -Earthquake
    -Extreme Speed
    Nature: Adamant
    EVs: 252 Atk/4 Def/252 Spe
    Item: Lum Berry
    Ability: Multiscale

    or
    -Outrage
    -Earthquake
    -Extreme Speed
    -Fire Punch/Dragon Claw
    Nature: Adamant
    EVs: 252 Atk/4 Def/252 Spe
    Item: Choice Band
    Ability: Multiscale

    or
    -Dragon Claw
    -Earthquake
    -Extreme Speed
    -Roost
    Nature: Adamant
    EVs: 216 HP/64 Atk/228 SDef
    Item: Leftovers
    Ability: Multiscale

Azumarill is the kind of Pokemon that smashes things right off the bat with Choice Band or sets up with Belly Drum and abuses Aqua Jet to decimate frail threats and a few walls. Aqua Ring is a waste of a move slot that is better dedicated to Aqua Jet:
    -Waterfall
    -Aqua Jet
    -Play Rough
    -Superpower/Knock Off
    Nature: Adamant
    EVs: 228 HP/252 Atk/28 Spe
    Item: Choice Band/Splash Plate/Mystic Water
    Ability: Huge Power

    or
    -Belly Drum
    -Aqua Jet
    -Play Rough
    -Waterfall/Superpower
    Nature: Adamant
    EVs: 4 HP/252 Atk/252 Spe
    Item: Sitrus Berry
    Ability: Huge Power

    or
    -Waterfall
    -Aqua Jet
    -Play Rough
    -Knock Off
    Nature: Adamant
    EVs: 16 HP/252 Atk/240 SDef
    Item: Assault Vest
    Ability: Huge Power

Mega Tyranitar is better for Dragon Dancing purposes because it has the Speed to abuse the Speed boost, unlike regular Tyranitar, who's still outsped by base Garchomp and anyone faster with Adamant, or by Alakazam and Greninja with Jolly. Jolly Mega Tyranitar outspeeds these Pokemon at +1 Speed:
    -Dragon Dance
    -Stone Edge/Crunch
    -Ice Punch/Crunch
    -Earthquake
    Nature: Jolly
    EVs: 252 Atk/4 Def/252 Spe
    Item: Tyranitarite
    Ability: Sand Stream

Garchomp is still viable in its regular form, since I gave the Mega slot to Tyranitar. Poison Jab is useless because non-Togekiss Fairies are hit hard enough by Earthquake, while Togekiss can be handled by Stone Edge:
    -Swords Dance
    -Outrage/Dragon Claw
    -Earthquake
    -Stone Edge/Fire Fang
    Nature: Jolly
    EVs: 4 HP/252 Atk/252 Spe
    Item: Life Orb/Lum Berry

    or
    -Stealth Rock
    -Outrage/Dragon Claw
    -Earthquake
    -Fire Blast/Swords Dance
    Nature: Naive/Jolly
    EVs: 252 Atk/4 SAtk/252 Spe
    Item: Life Orb/Rocky Helmet/Lum Berry

    or
    -Outrage
    -Earthquake
    -Stone Edge/Rock Slide
    -Fire Blast/Dragon Claw
    Nature: Naive/Naughty/Jolly/Adamant
    EVs: 252 Atk/4 SAtk/252 Spe
    Item: Choice Scarf

I think you could use a hazard setter like Ferrothorn in Vaporeon's place. Acid Armor only sees use on Baton Pass teams:
    -Leech Seed
    -Protect/Thunder Wave
    -Gyro Ball/Power Whip
    -Stealth Rock/Spikes/Gyro Ball
    Nature: Relaxed
    EVs: 252 HP/216 Def/40 SDef
    Item: Leftovers
    Ability: Iron Barbs
