As I recall from some old threads from months ago, read receipts were disabled. That's why that message appears.

Crush on May is right. We removed the Read Receipts ages ago (maybe 6 months to a year). Because they really bugged everyone because you would get this pop up thing and there wasn't much use for it. It would just be something that pops up every PM you sent. And even if you wanted a Read Receipt the member you sent the PM two could just click "No" and it would show up as the member hasn't read the PM yet.

As for the DCC one, I have no clue on that. O_o

Since nobody seems to have actually answered the question that Jolty put forward, I shall. When those read receipts were removed, the permissions for all members were denied to add/remove receipts, meaning that you're stuck with them.
