So Im working on a hack, basically just trying to fill all the empty space on the Kanto map with playable space.
First thing I did was take this map:

Started east of Pallet town, figured id create a peaceful little beach / grassland and give a story behind where Oak finds the starter pokemon in the first place. Whatever, the story and details are not important.
As I started moving East from Pallet, I wondered if I should make a route go under the bike path, imagining in my head that the bike path was a bridge, like some of the newer games.
Taking a look at the map however, I realize the bike path is flat ground, with pokemon and everything on it, grass, essentially, locking in the water outside vermillion city.
It would seem that its not an ocean, but merely a lake. There is no possible exit for the SS Anne, and Vermillion City, which I thought was connected to the ocean, is merely a city on the Lake.
Given that, Pallet Town or Fuchsia make for much more sensible Port locations, Fuchsia actually could have both a Lake side port and an ocean side Port, making it a huge trading hub of kanto.
