Tool: VG Music Studio (In Development)

Is this project still in development?

I need a little help with inserting/replacing a song in Pokémon Emerald using VG Music Studio because I don't seem to be able to figure out how to do this and I know it's possible to do so.

I made 11 songs for the ROM already and Sappy crashed on me while the other GBA music editors didn't really work and VG Music Studio is my last option now.
