I voted Quilava and Quagsire. I usually pick Cyndaquill as my Jhoto starter and Quagsire is always a solid addition to an in-game team. Easy to catch without a rod and a nice moveset IMO.
 
Quilfish, because the others are just pretenders. The only real Q is quillfish.

Btw, Quagsire I feel is creepy, big no.
