Issue: Visitor message problem again

I think, I've notified this before many months ago and it still isn't working. Well, the problem is that anyone who isn't added on my contact list can't see my VMS or leave me a VM. However, I have my "Enable Visitor Messages" on/ticked and my Profile privacy settings for Visitor messages set on "Everyone" and yet no one who isn't on my contact list can't post, you see. So, could I have a hand with this please?

You have the first checkbox in this picture checked, but do you have the second one unchecked?
If both are checked, your visitor messages will be enabled but no one besides staff and contacts will be able to see them.
You have to have the first one checked and the second one unchecked.

But that says Private Messages.
If you look at the bottom of the picture it says "Visitor Messaging" as the next option category.
