That's what I thought. I've seen people at the World Championships using them & some of them own their opponents. And is the Pokemon Collector from the Raichu Half-Deck Tournament legal? Or do I need the actual card from a booster?

That Trainer Kit is most certainly still play legal. As long as it is an actual Pokemon card and is from a play legal set or has a version reprinted in a play legal set, it's play legal. Just watch out for the times where they change the wording of the card when they reprint it.
