Wav - Mp3 Converter?

LAME is the best free MP3 encoder out there (it's command line, but pretty easy to use; if you really need a GUI, try this). Also, you're technically not converting, you're encoding; WAV is a raw format and MP3 is a compressed format.

I'd just as soon recommend Audacity. Granted you still have to use the LAME encoder, which is an easy google search, but it has a very nice GUI and easy to use too.

If you don't want to download a huge file and waste RAM on your computer, you can use online ones... In fact, I've been using this site for a while now:

https://www.mediaconverter.org/

Free users are only allowed 5 conversens a day, but that's enough for me.

The LAME encoder is less than a megabyte in size, and the GUI I provided is about 6 MB. As for RAM, (a) it shouldn't matter, it'll just go slower if you run low, and (b) encoding audio takes barely any RAM. I can do it just fine on my Aptiva, and that's nine years old and has 96 MB of RAM.

Wow, thats cool. I encode my audio files with a different app but this is awesome. I've never seen a GUI for LAME except audacity. Then again I've never really looked.

Edit:
I downloaded and installed LameXP and I didn't really like the interface. I prefer to use 'This'

Preferred Settings for MP3's:

Format: MP3
Sample rate: 44100 Hz
Bitrate:
320 kbps

After trying some converters, free and demo, I decided on Audio Converter Studio. It supports many popular audio formats and has many useful features. The great thing is its ability to get info like artist, name, genre, cover from on line databases, so all tags are saved correctly.u can find it in google
