B) Bear in mind EVs are not distributed evenly. You may only get +1 at this level and +7 on the next. You just need to be patient- they aren't going to disappear :)

You have to level it up to see the effects. But like Gofre said, not all of the effects will happen at once. So if you level it up, you may get +1. But if you level it again, you may get +5.

It's kind of both. She has a set amount of points she'll gain on each level, plus the 60 EVs you gave her with the 6 HP Ups. When she reaches Lv. 100, you'll see the final result.

Yes, each vitamin gives a pokemon 10 extra EVs in that stat, only a maximum of 100 EVs can be added with vitamins (10 each stat)

You probably aren't seeing the results as quickly because your Toegpi is Level 5, the higher the level, the higher the increases you should see.

If you were level 99, leveling to level 100, you would gain 15 stat points in HP due to the vitamins you used.

Togepi is a rather low strength Pokemon seeing that it is technically a "baby" Pokemon. When you level up a Magby, haven't you ever seen that when it levels up its Attack stat will not increase but it's Special Attack will? The Attack will show +0 when the Special Attack shows +1 when you level her up. It's the same aspect with Togepi. To clarify, the HP UP does not give Togepi a guaranteed increase in its HP stat. The only thing HP UP does is to change Togepi's HP stat as if it had grown to the next level. Which means if you had Togepi Level 5 and gave it an HP UP, it will have the HP as if it were at Level 6.

You can only use 10 vitamins per stat. So after you use 10 HP UPs on Togepi, the next one will be useless.

The effects are not necersarrily instantaneous. Some IV calculators factor in what they call "helpful levels" which allow for better reading of individual values. My guess is that at these levels EVs come into greater effect than another.

In answer to your other question, all vitamins yield 10 EVs to the recipient.
