3rd Gen what are some good pokemon for the elite 4 and what level should they be when I enter

    yeah so what are some good pokemon for the elite 4 and what level should they be at when i verse them
     
    In my opinion, you'll need an electric type, fighting type, ice type, the two remaining spots at open for discussion, but the types I listed below are type wise at an advantage. As for what level they should be when you enter the Elite Four, I'd suggest that your lowest level is 50 or 51. Below in the spoiler is a list of type advantaged pokemon which are decent.

    Sidney - Dark types. Fighting is the best, you can use Bug as well but most Bug pokemon are weak in general. On the other hand, two of his Pokemon are 4x weak to Bug, so they have an advantage there.

    Phoebe - Ghost or Dark type. They're the only type with an advantage to any of her Pokemon. Ghost-types would be weak to her as well, so Dark is your best bet. But most types (bar Psychic) will fare OK against her.

    Glacia - Fire for the Glalies, Electric for the Sealeos and Walrein. I found her quite tough, you'll need the type advantage.

    Drake - Ice. Ice, Ice, Ice. If you're playing in Emerald then Kingdra will take neutral damage from it, but you should do alright as long as you have an Ice-type.

    Now, if you're playing in Ruby or Sapphire:

    Steven - Ground is vital, as is Fire and Ice. Those three will hit all of his Pokemon super-effectively except for Anorith, which you'll want a Water-type for, although it'll go down to most attacks anyway. Electric and Fighting are also useful.

    If you're playing in Emerald:

    Wallace - A Grass-type for Wiscash, Electric should take everything else down (except for Ludicolo, he'll need Poison, Flying or Bug).

    So, in short:

    Ice-type, Glalie and Walrein are the only ones available, but all the water-types can learn Ice moves too, and there are lots of Water-types in Hoenn. Still, it's useful to have STAB.

    Electric, Manectric or Magneton would be your best bet here.

    Ground - Claydol, Flygon, Camerupt, Swampert, Golem - whatever takes your fancy,

    Fighting - Hariyama's good, Breloom is probably the best, Medicham's powerful but fragile, there's Blaziken too if you picked Torchic.

    Fire - Blaziken and Camerupt again, Torkoal, there's Magcargo but he's horribly weak and has a poor typing.

    Dark - For Phoebe. Mightyena can be good if you've trained a Poochyena, or anyone else on Sidney's team really.

    There's Bug too, but I can't think of any powerful Bug-types in Hoenn. Water-types will do just fine as well
     
    Oh yes, I apologise, my list of suggestions were for the Pokemon Emerald Elite Four.
     
    On Ruby and Sapphire, Blaziken is a beast. He sweeps the first, third, and fifth teams with ease. As for Drake, Walrein is a great choice. With Phoebe, anything with Dark type moves will work, but as they're not as common, you can power your way through her if you have strong enough attacks.

    I recommend having your entire party at least level 50.
