Survey: What is a weak legendary/mythical pokemon that could work as a starter?

Hey! I just started making my first Pokemon Game and I want the starter to be a legendary or a mythical Pokemon. What weak legendary/mythical pokemon should I choose so it's not too OP. Or should I just buff every trainers instead?

Phione: Not so good stats for a mythical that cannot evolve.
Kubfu: Legendary with reasonable stats for the early game. Can evolve to stay strong in the late game.
Celebi/Virizion: Great stats, but typing makes them quite vulnerable.

Meltan because it's weak but if you code a way to evolve it later in the game it could be great.
