Ubers are really strong legendaries. (Rayquaza, Kyogre, Ho-Ho, etc)

I think Pacharisu needs an evo, and a Pinsir/Heracross and Banette evos wouuld be nice.

Not true. Some pokemon don't need evolutions because they're already strong enough, evolutions would just be a way to "Uberize" pokemon like Lapras, Skarmory, Snorlax etc.
And preevolutions are good for some, but there shouldn't be too many, on account of theey don't really do too much for us...

I don't think mantine should evolve, but maybe mantyke should have some sort of branch evolution. Maybe a form with decent physical wall capabilities. ya know, sorta the opposite of mantine.
