Nope, it started in the legendary collection, then onto ex Ruby & Sapphire, and so forth.

Legendary Collection was the first set with reverse foils. They look different from the reverse foil cards from all the other sets.
The next set to have reverse foils was Expedition, not ex Ruby & Sapphire, aquaticwartortle.
