...I'm sorry, but I'm going to have to be really critical right now.
When Just Pichu (JP) was a big site a few years ago, did you even see it? Because whatever you're doing to it now is NOT what it was - it's like you only bought it because you felt reassured it would help the rest of your sites get popular. But then again, maybe not. I really can't tell what you've planned for it anyway. I mean, your "3 options" don't seem very well thought out.

1. Broaden just pichu into a wider category.
Um... Need I remind you of the title of the site?
Just Pichu. Therefore, your content must revolve around Pichu. That's the basis of a fansite - content about the subject (which, in this case, is
Pichu). You say there is no suitable content. Why? Only because you HAVE no content. A fansite for a Pokemon could easily have information, game statistics, fanart/fiction, games, anime appearances, and polls pertaining to the Pokemon. That's just off the top of my head with barely any thought put into it, and you say you can't come up with content? Running a fanwebsite isn't about hits or how popular it is - it's about being a fan and doing your best to add to the fanbase. You can't run a Pichu fansite without being a total Pichu fanatic. It's not some corporation or company. It's a WEBSITE. A fansite at that. You don't just throw it together and hope people visit. This sounds corny, I'm sure, but you have to put your heart into it. Your thoughts... your opinions... everything. The site is there to inform and recruit people to the fandom.

2. Make it a big fan fic repository
A fansite isn't just for random stuff. I can find fanfiction anywhere. The real reason I would want to visit a Pichu shrine is to find out about Pichu. =\ It's not just for fanfiction or fanart. You're kind of missing the point here, causing me to continue wondering if you really know what you tried to do.

3. Just leave as is and watch it fail.
I did NOT just read that. How is this even an option? That's obviously not going to help its cause. Your "board of directors" must not be doing a good job, because I can't see how that can help JP to expand and go back to the way it was truly meant to be.
I have been a fan of the site JP for years... since I first discovered Pokemon websites. It was the reason I wanted to go into web design and even though it disappeared from the Internet, it was still an inspiration to me. When it went back up again recently, I was estatic. My favourite website was back together again. When Steph decided to sell it, the only thing that stopped me was the price tag, as I had no way to afford it. But now it looks like this. On that note, why did you change the layout? It was gorgeous before... perfect even. Now it just looks... nothing like a layout. Instead of being full of originality and creativity, it just looks bland and boring. Why get a layout from a free templates page when you've already got one of the best one's on the web?
Okay, I'll stop ranting. But seriously, I can't bear to even see what you've done with it. Therefore, I have a proposal. I would like to take it off your hands. If you were considering to "let it fail," it shouldn't be too hard to just give up ownership, would it? The way you talk about it, it's as if it is just a nuisance to you. Please consider my offer.
