What's a good, cheap-ish deck usingmostly RR-on cards?

Cheap-ish meaning 65 or less...
I'm trying to make a decent deck, but I hit a boulder, I don't know what's concerned good...
I just don't know, this noobish noob guy.

Maybe charizard AR, or arceus? All the arceus cards are a few dollars each with their lv x's not usually exceeding $10, I think you could put one together for under $65 and it did take a few city championships this season.

Charizard AR has a blister pack (one/two boosters and one each of Charmander, Charmeleon, and Charizard from Arceus) in both Target and Wal-Mart, big box retailers in the US, and it's going for $4.99. They're a little hard to find, though.
