Rejection is always part of life. You got to live up to being rejected sometimes, because it's known not everyone will always except to hang out with you.Well, I'm hoping Step 3 and 4 don't have to be .... "reached" XD
Anyway, just be yourself when going to ask someone to hang out with. The best thing is for someone to know you for who you are, not what you pretend to be. Be cool and calm, not too overly hyped, and simply take the step and ask "Hey, why don't we hang out sometime?" or something of that relation. It's the easiest thing to do really, especially since it seems you're doing it online.
Whether you do it now or while the person is online, they'll get the message and I'm sure they'll respond back. If they don't do it right away, then just give it sometime, don't rush into anything, it can sometimes shift people away.
Basically, what everyone else has said is sufficient enough in going to ask someone to hang out with you. The mall is a great place to hang out, and if neither of you mind, you could each bring a friend of your own along so things don't become awkward on the first day. Plus, having a friend to be there with you can sometime make you feel more comfortable when hanging out with someone new.
