3rd Gen where can i get tm10: hidden power?

i think i read somewhere it is only obtainable with the 'pickup' ability? if so, which pokemon should i pickup from and what are the chances of getting it?

No.0.o. That is only for the G/S/C series. Not R/S/E. And please use Simple Questions for that too.

ah, sorry, didn't know. but since i'm here would it be inappropriate to ask the probability of picking up tm10 with meowth? i seem to only pickup useless crap. :\ also i thought i checked the celadon department store in fire red.. and nope, i don't think i found any tm10's.. i'll check again.
