3rd Gen Where did MR.BRINEY go?

I'm playing Pokémon Emerald and I now have all 8 badges but I want to ask where is MR.BRINEY beacause he's not at his cottage on ROUTE 104 and DEWFORD TOWN also he's not at ROUTE 109 below SLATEPORT CITY so where has he gone!

lol after you receive and are able to use surf/fly (pretty sure it's surf), he leaves the game entirely and his service is not in use anymore..

Nope he is captain of the S.s Tidal.

Yes. Go to the SS.Tidal and he will be in the main floor, although he won't do anything significant.
