where the hell is smeargle? i have been looking for ages using the poke rader near the poke mansion and no luck geting one am i doing it in the wrong place?

You could always get Emerald, beat it, go to the Battle Frontier and get tons of Smeargle.
But for PokeRadar it's Route 212 - North.

All Serebii says is that Smeargle is located on the north part of route 212. It isn't specific so I would just keep trying.

Don't use fillers and a whole bunch of periods when you could put something that has meaning. -__-

Use your Poké Radar on Route 229. You may also get a Venonat there, if you're willing to just settle with that. ^^;

All of the missing ones are in bold. Some of those you'll meet along Victory Road/The Elite Four. Oh and you don't need to finish up the Sinnoh Dex before taking on the league. I didn't finish it until after I beat the league only because I didn't know I hadn't finished the whole thing.

#045 Burmy - Honey Tree Pokémon, or you can find a Bug Catcher trainer who uses one in Eterna Forest.
#081 Whiscash - Evolve Barboach, or fight a 2-on-2 battle in Victory Road, where one of the trainers uses one.
#108 Spiritomb - Insert Odd Keystone into the broken tower on Route 209, then go into 32 other secret bases (can be the same person) in The Underground. Otherwise, the only trainer to use one is in the Pokémon League.
#111 Garchomp - Evolve Gabite. Otherwise, the only trainer to use one is in the Pokémon League.
#114 Unown - Found in Solaceon Ruins, rightmost-side of Solaceon itself.
#134 Finneon - Fish with your Good Rod at Canalave City or various other places, or fight a Fisherman on Route 222 who uses one.
#135 Lumineon - Fight a Swimmer on Route 223 who uses one.
#139 Milotic - Evolve Feebas by maxing-out its beauty. Otherwise, the only trainer to use one is in the Pokémon League.

i know this is wrong thread but i originally posted asking wheres porygon but now i have one. so since porygon is genderless.. this means no lvl 1 porygons?

The Pokemon that appears in the Trophy garden will change daily. Just talk to him once every day until he mentions Porygon. Also I believe there is a very small chance to see a Porygon in the garden if you have seen it there recently.
Or, Save in front of him, See what he says, If it isn't porygon, Soft reset and speak to him again

Hm, I guess this is a breeding question? At any rate, if you need more Porygon, you can breed for them. Since it is genderless, if you want to breed for more Porygon, you will need to breed it with a Ditto. A Ditto can breed with anything, genderless or not, except legendaries (not counting Manaphy) and other Ditto.
