Actually, here's the better question: is it a rom hack, or a game made from scratch? The Emulation forum is only for threads related to roms and rom hacks...and taking a look at what Engine 001 actually is, it sounds like it'd fit better in the Game Development forum: here.

As for what section to post it in, if it's showing off the actual game, then I'm sure you'd want the Showcase subforum...though be aware that threads in there are moderated, so you'd have to wait for anything you post to be approved.

It's a game made from scratch, but it's not a rom-hack. If you need to find out what Engine 001 is, there's an interesting site called YouTube.
