3rd Gen where is latios?

    where is latios in pokemon ruby? i have all the pokemon (199) except for him, i have yet to see him! and all the internet tips just suck. So what are the best ways to see and catch him?
     
    it runs around the map
    use a pokemon lvl 40 and use a max repel in the grass u should find it after a while of searching different places of the map
    it can also hide in the water so look there too

    It changes location whenever you move to a different route/landmark/town, don't follow it, just traipse about randomly in the manner SacredMiKeY states. Generally takes a while, so you can go about your normal business as long as you remain ready to nab it...

    Now the fight. I hope you saved a masterball; otherwise keep a fast Pokemon which can use Mean Look, like Golbat, so it can get said move in before Latios can flee, then under the effect of the move it simply can't flee and you can wound it & lob balls. The move's effect has a limited duration, I believe, so you'll have to 'recharge' it constantly. Your time is limited by only how much PP you have for Mean Look, but you should get it by then.

    If this is more or less the same thing the Internet guides have been telling you, it's likely the best you'll get. It's merely a chance encounter.
     
    Requirements:
    -Acro Bike
    -At least 1 Defeat of the Elite 4
    -At least 1 Max Repel
    -Something hard and heavy that you can place on a single button of your GameBoy:P

    Method:
    Here's what you do. After you've defeated the E4, go to any patch of grass (really, it doesn't matter where) in Hoenn and use your Max Repel. Equip your Acro Bike. Then, place your heavy object on your Game Boy in such a way that it holds down only the B button. Watch the screen and make sure that your character is bunny hopping, but is remaining in the same spot. He is? Great. Now leave your Game Boy alone for an hour or two. No, I'm not kidding. Go away for a good long while, and then come back. Don't bother watching, 'cause this method usually takes time to work. Anyway, when you come back, you (Should) have run into Latios/Latias.

    Here's why it works:
    Latias/Latios works in much the same way that the Legendary dogs did in G/S/C. He/She changes regions frequently, and will do so even if you stay in one region all the time. This method works on the theory that, if you wait in one region long enough, he/she'll eventually meander into it, and then you'll encounter the wily Pokemon. The Max Repel will keep other Pokemon away from you, and the bunny hopping simulates walking through the grass without wasting steps and exhausting your Max Repel.

    So now you should have run into the elusive Latios/Latias. What happens next is up to you. I always used a master ball, because I hate chasing them around. But if you want to do it the hard way, just remember that once you've run into Latios/Latias, you can track him/her but everytime you go to a different location the location for Lati@s will change - look at the area page for that Pokemon in your 'Dex. It'll show the current location of him/her. Of course, this is provided you don't make him/her faint. That's it, people. Happy hunting!

    I remember the first time I caught Latias on my Ruby game (at least I think it was Latias... I forget which one is which version, lol)... found it completely randomly while I was surfing, I think trying to catch a Wailmer or something. I saw the sprite and my jaw dropped XD Luckily I had my master ball, tossed it and grabbed it ^_^ I know this doesn't help the OP, but at least it's proof that no matter how you play, you're bound to catch it eventually!
     
    Look for Route cross roads. Like two routes that touch each other.
    I usually go west (with crossed fingers) from Lilycove when seriously seeking the RS Lati.

    But as I own an Eon Ticket, ruby, Sapphire and Emerald...
    I have no real need to rush off randomly.
    And the Lati of color opposite the game is what runs around.

    Ruby = Latios (the Mars/male symbol one), trade for the other, or use Eon Ticket (e-Reader) for the other
    Sapphire = Latias (the Venus/female symbol one), trade or Eon Ticket for the other
    Emerald = you choose the wanderer, the other requires trading/EonTicket
