Where to get the Lunar Ribbon?

Where and how do you get the Lunar Ribbon? I have heard that if you do 2 tasks for Glacion and Lefeon, than you can get the items they give you and you can evolve your partner and your pokemon. Is that true?

what do you do once you have the lunar ribbon? i went to lumenious springs and it wouldn't let me evolve
