By non-evolved I mean the first form out of 2 or 3. I heard Trapinch does have some potential because of its ability. Which non-evolved do you think is the best?

Shellos only because I don't approve of Gastrodon's x4 to Grass for little utility outta it...

I'd say Pikachu before the pre evo. If pikachu is holding a light ball it can be trouble. The downside is it's poor defense.

Pikachu wouldn't count because of Pichu. Can Pichu hold a Light Ball?

Can it? Yes. Should it? Of course not...

What about Scyther? Same reasoning as above--x4 to Fire is a little worthless when you can get a STAB for Aerial Ace or somethin'...

nope he or she can't that's why I said pikachu before pichu. I'd say even without the light ball pikachu is okay for a first evo stage.

The only ones I can think of are

    Clamperl
    Trapinch
    Pikachu

Oh ya, I forgot. Wynout has to be the best of them.

    SMOGON SAYS

    Sweeping Shell
    DeepSeaTooth Quiet
    Moveset IVs
    ~ Surf
    ~ Ice Beam
~ Hidden Power Electric / Hidden Power Grass
    ~ Confuse Ray / Brine
    30 SpA / 3 Spe
    EVs
    252 HP / 4 Def / 252 SpA
This set-up assumes you are using Trick Room on your team, because if you don't you will find Clamperl's shell crushed or fried before you can say "I pick you Clamperl!" That said, with DeepSeaTooth and max Special Attack we are talking about a final Special Attack stat of 540, which is downright amazing for a fully evolved Pokémon and just plain insane for something that has yet to evolve (except Pikachu).

So we have Surf as our main attack, which should do somewhere between 26% and 31% to Blissey if you ever have to face it. Use Ice Beam on Grass and Dragon Pokémon, and use the Hidden Power for other Waters. Hidden Power Grass is for Quagsire, while Hidden Power Electric is for Gyarados and Mantine. The last move is the epitome of a filler. Confuse Ray buys you a little time against something you can't OHKO, and Brine is better than Surf if your opponent is on lower than half health. Better as in can do 42% to Blissey-better.

The EVs, IVs and nature are tuned so that you are as slow as possible while still getting the right Hidden Power. Both Hidden powers work at max power with a Speed IV of 3 and a Special Attack IV of 30. Grass also needs an Attack IV of 30. Both Hidden Powers can work with with just 1 Speed IV, but instead of the standard 70, but base power of the attack will be only 64.

Clamperl, Scyther, Pikachu, Trapinch, and Porygon2 come to mind as Pokemon who stand out from their evolutions.

Clamperl gets access to DeepSeaTooth, which doubles its Special Attack. The reasons you'd use it are stated above.

Scyther has unique typing when compared to its ridiculously broken evolution. It trades in defenses and more offensive power for Speed and a 4x weakness to Stealth Rock as opposed to a neutrality to it. The STAB Technician Aerial Ace is also what keeps Scyther a viably usable Pokemon in the UU environment.

Pikachu gets Light Ball, which doubles both of its offensive stats.

Trapinch gets different typing than Flygon, a unique ability, and the same base Attack at 100, so it finds a little niche in UU Trick Room teams that feel the need to have a UU Dugtrio.

Porygon2 trades the Special Attack Porygon-Z has for upgraded defenses, which let it tank hits better. Because of this and its good typing, it finds a unique use in comparison to Z.

    Oh I forgot to mention Porygon2! >.<

Another reason it stands out from P2 is its ability. Trace allows it to counter Pokemon like Salamence, Gyarados, Vaporeon, and Heatran by copying their ability and using it against them.

Must use something nobody has said...
Phione is basically the same as Manaphy but with lower stats, which are still decent...
Although it lacks hitting power, its ability is quite good and allows the little guy to Support or stall to some extent.

I'm not attempting to knock your post in general, but Phione is terrible.

Firstly, most don't count it as non-evolved since it technically doesn't evolve, it's just bred into a different line entirely.

Secondly, with base 80 stats around the board, it lacks the ability to do anything effectively, being incredibly mediocre. In addition, it lacks Tail Glow, something that makes its "evolution"...useful at best. =\

Thirdly, its movepool has about as much depth as a puddle. It learns 10 moves that aren't Normal or Water-Type (9 barring Normal/Water Hidden Power), none of which are enough to distinguish it from pretty much any other Water-type out there.

It'd be more usable if it wasn't so mediocre and had something other than Rest-Hydration (which Dewgong does much better; the only saving graces Phione has is a lack of weakness to Stealth Rock, access to Grass Knot and more Speed, but Dewgong tanks neutral hits better due to better HP and Special Defense.) going for it.

    Well...Phione just got Phi-owned. =]
(NU says hi, little buddy. ;])

In other words Phione makes only a good contest Pokemon. Thats what I use it for. Oh and it is not a non evolved poke.

Oops my bad sorry guys, forgot he doesn't evolve...
Also sorry about the mistake of calling Phione good, but in NU, I am sure he would stand out!

I dont think Scyther should count either. Technically its evolution is just an alternative. Nevermind because no one is using Onix! lol.

I think Clamperl is the greatest NFE as with Deep Sea Tooth it is able to deal more damage than it's evolutions though it very frail...

I say so too but Trapinch is an impressive thingy too.
