The Chimchar evo lines my favourite choice, I like monkeys.
But the best... Hmmm... I'd say Piplup is the best because it's a tank and has great typing when it's an Empoleon.

Chimchar, since you don't need to train something else when it comes to battling Gardenia, which I had a problem with.

I love Piplup the best, i thought it was a good combo of steel and water types.
Turtwig is second, fully evolved is a very good pokemon, just the speed can get a bit frustrating.
Chimchar i have no interest in, i see it as a copy of Charmander but part fighting as well, just not interested
